The Town Office is open Monday to Friday from 10:00 a.m. until 4:00 p.m.; Closed from 12:00 Noon until 1:00 p.m. and all Statutory holidays. The Town has an after hours emergency line, that all residents can call and be connected with one of our helpful staff. Please note: For life threatening emergencies, call 9-1-1.

A pet licence offers added assurance that your dog or cat can be returned to you if discovered by the Town of St. Walburg. Licences are valid for the calendar year and licence holders are provided with an identification tag for their pets.
Bylaw 2017-08, is known as “The Domestic Animal Bylaw”, and available to each pet owner.
The Annual Fees are as follows:

As with most communities, it is common to see wildlife in St. Walburg. Animals that have been noted include coyotes, skunks, foxes, moose, deer, rabbits, porcupines, muskrats, and many others. The Town of St. Walburg offers limited services related to wildlife.

- Building and Construction
The applicant is required to apply for a Development Permit Application and submit a detailed proposal. A Development Permit is required for developments which include:

- New Construction
- Addition/Renovation to an existing building
- Change the use of a building or property
The application and site plan are reviewed to ensure it conforms to the Zoning Bylaw with respect to setbacks and alignments, parking requirements, landscape requirements, site drainage, lot coverage, building height, etc. If the proposal conforms to the criteria of the Zoning Bylaw and is a permitted use in that district, the Development Permit is approved by the Chief Administrative Officer. When the proposal does not conform to the Zoning Bylaw, the application is taken to Town Council for a Discretionary Use Permit.
The fees associated with the Development Permit are: $100.00 for a Permitted Use and $200.00 for a Discretionary Use. For more information, please contact the Town Office.
A Building Permit Application is required whenever you are planning on:
- New construction
- Addition/renovation to an existing building
- Change the use of a building or property
A building permit is used to collect information from anyone undertaking a project large or small. A building permit allows a licensed building official to review and verify that the aspects of construction meet the minimum requirements of the National Building Code of Canada.
A property owner can locate the property pins by:

Building Permit fees are set by the Building Inspector (JWS Inspection Services & KL Inspection Services), based on the Value of Construction and each project has a standard set of inspections. Value of Construction is defined as the total costs to the owner for a building construction in its completed form and includes the cost of all building work, materials of construction, building systems, labour. Furniture, appliances, and business equipment should not be included. Similarly land costs should not be included in the value of construction.
The Town of St. Walburg contracts JWS Inspections and KL Inspection Services for all building inspections within the town limits. The Town receives the invoices from the contractor and issues the property owner accordingly.

No construction should begin until all permits are reviewed by a Licensed Building Official and approved by the Town of St. Walburg.
Please note: ALL hired contractors and sub-contractors are required to have business licenses issued by the Town of St. Walburg, in addition to valid certification(s)/license(s) from the respective Provincial and/or Federal certification or licensing body in order to provide their services to your property/building. It is the permit holder’s responsibility to ensure ALL contractors and sub-contractors are licensed.
- Bylaws
Within 48-hours of a snowfall, the owner or occupant is required to clear snow, ice, or other loose debris from any sidewalk adjacent to their private property. Snow should be shovelled and/or plowed onto your own property and not onto streets, sidewalks, or alley ways.
Property owners removing snow from parking lots and business locations can contact the Town Office to arrange for a designated dump location.
The rules governing “recreational vehicles” parked on St. Walburg streets are outlined in Bylaw 2018-05, known as “The Traffic Bylaw”.
The Traffic Bylaw identified the following recreational vehicles, whether attached or unattached to a towing vehicle:

- Tent Trailer
- Truck Camper
- Motor Home
- Park Trailer and
- Fifth-wheel Travel Trailer
In order to ensure safety for motorists and pedestrians, the Town encourages residents to park recreational vehicles on private property.
Recreational vehicles (trailers) are permitted to be parked on any street for a maximum of ninety-six (96) hours between April 1 and October 31.
Any trailers with slide-outs left open must be parked on private property where they cannot block visibility or create an obstruction to traffic flow on sidewalks and streets.
All recreational vehicles must be registered and have visible and valid license plates.

- Emergency Services
Yes. In May 2019, Council approved Bylaw 2018-09, a bylaw respecting fire restrictions. The rates effective January 2020 will be the approved S.G.I. rates per hour, with a minimum call-out of 1 hour.
For those residents who have a home alarm/security system, should the St. Walburg and District Fire Rescue Association be called out, the first incident will be waived. However, each future incident will be charged a minimum of $200.00.
False alarms refer to any incident in which fire personnel respond to a security alarm system or fire alarm system that is activated by mistake or as a result of a malfunction. This includes:

- Testing an alarm without notice to the Fire Department, which results in a fire crew response
- An alarm being activated by mechanical failure, malfunction, or faulty equipment
- An alarm being activated by user error
- Fire crews responding to an address where an alarm system is installed but there is no evidence of a fire or fire emergency
- An alarm being activated by atmospheric conditions, excessive vibrations, or power failure.

- Waste Management
Garbage collection is a service provided by the Town of St. Walburg.
October 1 to May 31 – Tuesdays ONLY
June 1 to September 30 – Tuesdays and Fridays
Bylaw No. 6-2012 to Control Refuse and Waste Control was adopted in April 2012. The regulations in the bylaw state the following:

- Waste put out for collection must be in properly identified bags and placed in a suitable container to stop scavengers from spreading it around.
- Waste is to be put out before 8:00 a.m. on collection days.
St. Walburg offers Waste Transfer services, commonly referred to as “The Dump”.
The Transfer Site operates from Mid-May to Mid-October (weather pending) on the following days:

- Tuesdays from 9:00 a.m. until 12:00 p.m.
- Fridays from 9:00 a.m. until 12:00 p.m.
- Saturdays from 4:00 p.m. until 8:00 p.m.
The Transfer Site is available by appointment ONLY from Mid-October to Mid-May. To schedule an appointment, please call the Town Office.
All waste taken to the Transfer Site is subject to applicable fees. For a detailed fee schedule, please contact the Town Office.
Yes. The Town of St. Walburg offers a drop-off location for compost. The TEMPORARY location is west of the St. Walburg campground.
This location is temporary, due to the reconfiguration of the St. Walburg Lagoon site. Once the decommissioning of the lagoon is complete, the compost site will be relocated.
Acceptable materials include: pine needles and cones, leaves and twigs, wood chips, grass clippings, tree prunings, stumps, and untreated wood.
This service was established to assist our residents in getting rid of organic materials. There have been incidents that food waste and garbage have been found at the site. Food waste encourages scavengers to frequent the site. Please assist the Town to ensure that this service continues to be offered.
The Recycling Centre is located adjacent to the Water Treatment Plant on 4th Street West.
CORRUGATED CARDBOARD
- The cardboard used in packing with ruffled paper between two smooth sheets of paper.
- No contaminated cardboard by food wastes, oil, plastics or wax.
- Please flatten before disposal.
MIXED PAPER
- Construction paper, bond and other office papers, boxboard (cereal, tissue, cracker boxes etc.), glossy magazines, hard and soft cover books.
- Please place office shred in plastic bags
NEWSPRINT
- All newspaper including flyers.
PLASTICS 1, 2, 4, 5 & 7
Plastic containers with the recycling symbol and the numbers 1, 2, 4, 5, or 7 in the symbol on the bottom of the container.
No motor oil or pesticide containers.
No food/shrink wrap or Styrofoam.
Please wash all items, remove lids or tops and flatten where possible
TIN CANS
- Please wash and remove labels as best as possible.
- Please crush the tin cans where possible.
- No paint cans.
- No large metal items – to be taken to the landfill directly.
- No tin foil.
IMPORTANT NOTES
Wherever possible, take your pop bottles, pop cans etc. to your nearest SARCAN outlet. Similarly waste oil, tires, pesticide containers etc. have separately established locations for returns.
All of the recycle containers are now co-mingle. That means that all recyclable materials are able to go into the same container.
- Public Information
Here are several things you can do to ensure you stay informed when an emergency happens in St. Walburg:

- Download the SaskAlert app and other utility provider apps.
- Monitor the St. Walburg website (www.stwalburg.com) where emergency alerts are posted on the front page and follow the Town of St. Walburg on Facebook.
- Tune into a local radio station.
- Avoid making phone calls if possible so that phones lines do not become congested. Send texts whenever possible.
- Help avoid the spread of misinformation by not sharing information unless it has been confirmed by an official source.
Public records, Town Council resolutions and bylaws, and other public information can be requested at the Town Office.
Every person has the right, on an application made pursuant to The Local Authority Freedom of Information and Protection Act (LAFOIP), to have access to certain records that are in the possession or under the control of a local authority, which includes the Town of St. Walburg. In order to access records that are in the possession of a local authority an individual must make an application. The application must be in the prescribed LAFOIP form, Form A: Access to Information Request Form, which can be found online. The form must include the specific subject matter of the record requested with sufficient particularity as to the time, place, and event to allow the local authority to identify the record. Not all records can be accessed. Certain records, including but not limited to records with personal information of employees or others, draft bylaws and/or resolutions, and prescribed confidential records, are not required to be produced by the local authority. A fee must be paid at the time of a LAFOIP application. The fee is $20.00 per request, but can be more depending upon the nature of the request. No fees are payable if the request for information is refused by the local authority.

- Public Works
The Town of St. Walburg is developing a comprehensive Asset Management Program for which road maintenance priorities will be scheduled based on long-term cost/benefit criteria. Unfortunately, the underground infrastructure requires replacement/upgrades before the street surface can be repaired. The Town has a limited annual budget for infrastructure work and not all roads can be repaired in a given year. Yearly road maintenance schedules are being drafted.
Any concerns can be submitted to the Town Office. Please provide us with the relevant information about the area of concern, including the location of the conflictive site (i.e. intersection, road, or civic address) and an explanation as to why it presents a concern.
Pothole concerns can be submitted through the Town Office, as can any other non-emergent concern about a Town service.

- Water & Sewer
With the updated meter reading technology, the Town Office is able to monitor all utility accounts. When the Town recognizes that there is a possible leak, we will notify the property owner. This notification will be issued when there is continuous water movement recorded for an abnormal length of time during a billing cycle. This may indicate a leak.
